Zunyi Investment Policy

  The investment policy in Zunyi should follow procedures as below. If any items is contradictory to theNo.43 Document of the State Council and No.62 Document of the State Council in 2014, people should implement the regulations of the documents.

    With the purpose of taking advantage of Western Development, promotion of transferring industry in western area and other opportunities, furthering opening expansion, and advancing the task of investment promotion and capitals attraction, Zunyi government formulates policies of attracting industrial investments. The detailed information is as below.  

  

Utilization of Land

  

    1.        Every year, index of expanded construction land should be designed to support construction of industry parks. As for those projects whose investment capitals are beyond 15 million dollars or 200 million RMB, they enjoy the privilege of land use. As for those projects whose construction land use is economical and intensive and which are encouraged by the state, they will be first in line for supplies. As for the industrial project whose capitals are beyond 500 million RMB, they will be supported by the policy of “Land Use for Critical Project”. 

  

      

  

    2.        For industries of selecting preferential developmental and of intensive land use, and for projects aiming at initial processing of agriculture, forest, husbandry and fishing, when the bottom price is assure, the enterprise can enjoy 50% discount if the amount isn’t lower than the bottom price  corresponding to the classification of land according to National Minimum Price Standards for the Transfer of Land for Industrial Use 

  

    3.        If the projects need to use stated-owned unutilized Land resources which do not belong to the scope of urban constructional land defined by Comprehensive Land Use Planning and previous land development of the project will be completed by the user, the enterprises can enjoy90% off the price if the amount isn’t lower than the bottom price corresponding to the classification of land according to National Minimum Price Standards for the Transfer of Land for Industrial Use 

  

    4.        For deeply processed resource-based project, Land-Transferring fee should be charge according to "one case one meeting” policy  

  

    5.        For industrial projects whose amount of invested capitals is more than 100 million RMB, Land-Transferring fees are charged according to "one case one meeting” policy. 

  

    6.        The new projects’ index of cultivated land requisition-compensation balance can be adjusted in province. The adjusting price should be negotiated by the suppliers and buyers.  

  

    7.        For the lands used to build standard workshops, the procedures should follow the plan of Guizhou Government for Accelerating Development of Industrial Parks ([2010] No.7 Document of Guizhou Gouvernment). 

  

    8.        Giving priority to the key projects, especially to projects focus on highly and  further processing of resources, prolong industry chain, belong to high and new technology. They should enjoy the land with discount according to “One Case One Meeting” policy 

  

Support in Finance and Taxation

  

    1.        All the new related preferential taxation and finance policies of Western Development will be carried out in Zunyi city. 

  

    2.        As for major projects of investment promotion and capitals attraction in Zunyi city, the government will be active in pursuing national supports of finance and taxation. As for major export enterprises, Administration of Taxation Bureau will complete the examination and approval work within 8 workdays. 

  

    3.        The enterprises that register in Zunyi city and belong to the scope of National Key Supportive High Technological Area should payEnterprise Income Tax at the rate of 15% 

  

    4.        In industrial parks, for those projects meet requirements of tariff reduction or exemption provided for by the State Council, should submit to a higher level for examination and approval after approved by local tax authorities 

  

    5.        Since projects whose investment capitals are more than 100 million RMB focusing on highly and further processing ofmineral resources are put into production, enterprise income tax for city and county should be used for development ofthemselves in the first two year. 50% enterprise income tax for city and county should be used for development of the enterprises in the third year. 

  

    6.        In the “10+7”industrial districts, for the promoting enterprises whose investment capitals are more than 50 million RMB, municipal and prefectural government will fully subsidize them for their developments in the means of technological upgrading and etc. by using incremental parts based on last-year financial retained incomes from enterprise income tax during the first three year after the projects are put into production. 

  

    In the forth and the fifth year, municipal and prefectural government will subsidize them for their developments in the means of  technological upgrading and etc. by using 50% incremental parts based on last-year financial retained incomes from enterprise income. 

  

    7.        After following procedures are complete:  

  

    1)        The enterprise submit application; 

  

    2)        Tax authority and the financial department verify the information; 

  

    3)        municipal and prefectural government approve the application, 

  

    Added-value tax( excluding tax refund) submitting in the first three years will be proportionally applied to expand reproduction if the annual sales of enterprises in “10+7” industrial parks meet the standards as below. 

  

    1)        For enterprises whose annual sales revenue isequal or more than 100 million RMB and less than 200 million RMB, municipal and prefectural governments will subsidize them for their expanded reproduction by using 30% incremental parts based onfinancial retained incomes from actual value-added-tax of the enterprises. 

  

    2)        For enterprises whose annual sales revenue is equal or more than 200 million RMB and less than 300 million RMB, municipal and prefectural governments will subsidize them for their expanded reproduction by using 35% incremental parts based on financial retained incomes from actual value-added-tax of the enterprises. 

  

    3)        For enterprises whose annual sales revenue is equal or more than 300 million RMB and less than 400 million RMB, municipal and prefectural governments will subsidize them for their expanded reproduction by using 40% incremental parts based on financial retained incomes from actual value-added-tax of the enterprises. 

  

    4)        For enterprises whose annual sales revenue is equal or more than 400 million RMB and less than 500 million RMB municipal and prefectural governments will subsidize them for their expanded reproduction by using 45% incremental parts based on financial retained incomes from actual value-added-tax of the enterprises. 

  

    5)        For enterprises whose annual sales revenue is equal or more than 500 million RMB, municipal and prefectural governments will subsidize them for their expanded reproduction by using 50% incremental parts based on financial retained incomes from actual value-added-tax of the enterprises. 

  

      

  

    The enterprise could chose the preferable one between 6th and 7th but not both. 

  

Charges

  

    1. The detailed administrative charges implement catalog management which will public their standards for fee collection to enterprises and society in order to provide convenient consolations. 

  

    2. If the standards of administrative charges have bounds, all industrial projects pay minimum charge. 

  

    3.When the enterprises go through relevant procedures, they just need to pay cost fees if certificates belonging to municipal jurisdiction. 

  

    4.For the enterprises in “10+7” industrial park, water and electricity for construction, production and operation will be charged the same price as other places in the same city and in the same power net.
